Why Instagram won't let you zoom in on a profile picture
Nothing about a profile picture is hidden. Instagram publishes it with the rest of the public profile — it is the one image an account shows to everybody, including people who are not logged in. What Instagram does not give you is a way to look at it. In the app and on the web the picture is rendered as a small circle, tapping it does nothing, and there is no “open image” option in the menu.
So what the app gives you is a cropped circle sized for a profile header, not something you can look at. An Instagram profile picture viewer puts the picture on screen on its own instead — whole and uncropped, in a square rather than a circle. That is what “full size” means on this page: the entire file, not a slice of it.
Instagram usually publishes two sizes of every profile picture: a small thumbnail and a larger square. When the live lookup succeeds and a larger one exists, that is what you get here. Otherwise it is the copy IGDetective holds on record for the account, captured when the account was last refreshed. Either way the page renders the file at its real pixel size and prints those dimensions underneath rather than blowing it up — so you can see exactly what you are looking at.
Is this anonymous?
Yes. Looking at an insta DP here leaves no trace with Instagram or with the account owner.

Is 'insta dp' the same thing?
Yes. DP stands for display picture, so "insta DP", "Instagram PFP" and "Instagram profile picture" all mean the same image — the round photo at the top of a profile. This viewer works for whichever name you use.
Does the account owner know?
No. Instagram does not tell anyone who looked at their profile or their picture, and your Instagram account is never connected to this lookup, so there is nothing for the owner to see.
Is the picture really HD?

Not on purpose — there is no history to browse here. Instagram itself only serves the picture an account is using now. What you see on this page is the copy on record for the account, captured when it was last refreshed, so if the owner changed their picture very recently the copy can still lag behind.
